Spot Price vs Futures Price

The EIA spot price is an assessment of physical WTI at Cushing for the day, published with a short delay. The prices on our live charts are futures: NYMEX front-month contracts (CL1!) or TradingView's USOIL series that follows them. They are usually within cents of each other, but can differ around contract expiry and in very volatile markets. See WTI futures contract specifications.
